the torrent client is called transmission, but most torrent clients have options in the settings for web interface. install apache web server and drop a link to your download folder into its /www directory and the filesystem will be readable via network. set your router to port forward the ip of your computer to 80-internal to 80-external, and the same for the port listed in the torrent client settings. thats enough for a working but ugly system, and your friends access it by typing your ip address in a browser, and ip/port number to get the torrent client.
if you want it to be pretty, buy a web domain (from about a dollar per year) then use a editing web browser like seamonkey to build your first html front end by dragging pictures or text and setting as links.
i recommend if you think you might expand in the future, start a virtual machine on your pc and do it all in there. its easier to backup, more secure from idiot attacks, and keeps your physical machine safe from errors.
